NC Phase 2: Safer-At-Home

Gov. Roy Cooper announced North Carolina will enter the second phase of the three part recovery plan to re-open the state.

Phase 1 will end May 22nd at 5:00 PM and Phase 2 will take effect.

Data shows the spread of the virus is increasing but stable and currently hospitals have the capacity to meet increasing demand. Testing has increased, statewide testing averages 12,000 per day at 300 testing sites across the state. State officials are calling for a cautious reopening as North Carolina enters into Phase 2. The guidelines for Phase 2 is more moderate than originally presented. Gov. Cooper said this modest approach was a precautionary measure based on the data which has lead the decision-making process thus far.

Executive Order 141 coined Safer-At-Home can be found below. New guidance limits indoor gatherings to no more than ten (10) people and twenty-five (25) people outdoors. Indoor and outdoor pools facilities may open but must comply with Section E of Executive Order 141. Requirements include limiting capacity to no more than 50% of maximum occupancy as determined by NC fire code. In addition to max capacity in the water of ten (10) people per one thousand (1000) square feet. Please see Executive Order 141 Sec. E for full details regarding pool operations. Under the Executive Order entertainment and fitness facilities will remain closed. This includes indoor fitness gyms, playgrounds, bars, movie theaters, bowling alleys, and night clubs. A full listing can be found in section 8A in Executive Order 141.
